Resizing before uploading

Dear all,

This is perhaps (and most probably) a weird question but if I do not ask I will not get the answer.

When you have a high resolution screen (for instance 3840x2160), Windows "suggests" you to resize/rescale the display to 150% .

On the other hand, when you rework your picture in PS (for instance), image appear at their actual size/resolution.

Do you/would you artificially apply a zoom in PS to see what you will see in your browser (which is rescaled to 150% contrary to PS) ?
